No refund or Exchange - disgusting

So I ordered spares for my Samsung fridge including the PC board. Before I paid they told me they deliver in 3 days, when I made the payment they then asked where did they say they deliver? anyway because I just wanted the parts I already paid for I opted to go and collect. After collecting the same day an electrician came to fit the spares into my fridge. The other spares were fine except for the PC board which was not working at all. The electrician brought his own PC board which he fitted and it was working. I explained to PMC electronics the situation and asked if they will offer me refund, they said they dont refund for PC board. I then requested for an exchange instead because its not working at all. they refused and said they wont give me exchange either - because they ordered from Samsung directly. I mean even Samsung itself sometimes sell faulty parts but then there be either a refund or exchange.
