Without water after Plumblink

I am without water after Plumblink was here and they insist that I pay again before they will close the water. I called Raymond yesterday and asked how much is the call-out fee and rate per hour. He rep**** he cannot say until his plumber come to my house and inspect the work. He said he will send a man to do a quote. The man showed up and quoted R2500 for a job which another plumber quoted R650. The call-out fee of R500 was paid and the plumber left. After he left, I had no water in my house. The plumber closed the water into my house when he came to do a quote but he did not open it again. I am disabled in a wheelchair and Plumblink refuses to send the plumber back to open the water. They insist that I pay another R500 before they will open the water.
