Refused to Cancel order and refused to contact management

About a week ago i asked to change my order after i had already ordered something else. I was told they did not have the ability to reverse the procedure. I mentioned that i have never come across that before in any retail environment. The lady who i assume was the manager came to help and said she didnt have the authority to do it. I said that was unnaceptable and asked to cancel my order. I would take my money and leave. She said she didnt know how to do that. I asked for the owner’s contact details so i could enquire of this was true and why it was happening. She refused to giveme the owner’s details. Please follow up and explain this to me.
