Elardus Park: Second time that they take phone off hook

We have ordered from Pizza Perfect in Elarduspark twice on a Friday, each time placing an order for delivery. Both times, we waited at least 90 minutes for the delivery man to show up, and when we phoned to find out what the status is, the line was permanently busy. The first time we ordered, my boyfriend drove to the branch (situated in the Cornwall Hill comppex) and found that they had taken the phone off the hook. It is now 20:34; we ordered at 18:15. I believe that this is unacceptable.
