Drunk Uber driver

Ordered Pizza Perfect from UberEats (Pizza Perfect Woodlands) 12/04/2022. An hour later our order still haven't arrived and worse, the ETA kept moving up, saying messages like "your order have been delayed" (this kept happening for about 2 hours after this, anyway) so at 20h30 (order was place 19h15) I called the Pizza Perfect Woodlands, and they knew about my order. They told me the driver left a long time ago... the problem is what she told me next. She said that the driver was drunk. She said he was waiting around, he was drunk. Now I know this is probably Uber's problem but, my problem with this whole thing is, how can they let this guy go if is drunk?! Is there no way to report a drunk uber driver? You can't just give the guy the order and let him drive, endangering other drivers on the road etc? I don't mind then even not getting my order (which is what happened anyway) if they reported this guy. She tells me he was drunk but he had our order, as if that's not their problem anymore. This is unacceptable!! If there is no way for people at restaurants to be able to report a f@$#ing drunk Uber driver, then that's a huge problem!
