Why have Promotions Pick and Pay?

Went to Pick n Pay Lifestyle to collect a knife that they give when you have 60 stickers i was rudely informed that they dont have any of the Promotional knifes that they give for the promotion why have a Promotion and you dont have one single knife of the range in stock
