Why Bother with Pick and Pay Specials

I just want to know why Pick n Pay Hypermarket Port Elizabeth, bother to advertise specials. This week I went there twice and twice the items I wanted were out of stock, Surely if they know they have special they must order enough to cope with demand. Whenever I ask they put the blame on suppliers..........again sort that out if you want people to keep shopping there
