vacant cash registers no cashiers

I was queuing at till number 10, all queues were long and the cashiers were working at a snail pace. From where I stood I saw four vacant cash registers. So it's the 28th day of the month and what could be the explanation for the store not having all their cashiers available? Not enough staff? I know of four unemployed people who would love to fill those seats. Come on Pick 'n Pay, this is no way to treat your customers.
