Turned away from shop

I walked into liquor shop at the mall, and was told I cannot come in to shop with shopping trolley I must leave it outside the entrance door. Is this normal practice of turning away customers? With note that I made the trip to the shop for a specific reason. Can management clarify or let us know not to bother to buy there with the odd rules.
