They took from me and never deliver

My problem happened at pic n pay pinecrest in Pinetown where I was trying to pay for my electricity bill and get cash back for pocket money and transport, a cashier at kiosk where I was paying took my card and swipe it after that I got an sms saying that the money has been taken out of my account. The cash drawer on the till didn't open and the slip didn't come out and I was told that they were going to fix it right away but first I must get a bank statement and I went to the bank same time, returned with a bank statement then they told me to come back after 24 hours. 2 days has passed and the municipality has disconnected the electricity at my home now I'm sitting in the dark with late payment bill and no money to look aftter my family, anyone out there please help with this situation I don't know how to deal with this.
