So much staff... Two tills open

I would like to know how it's possible that two tills the till 10 and till 7 are the only ones that are operating. The express lane till are empty and no one behind them. Really, it's after 5 and two tills open. Ridiculous how you make us wait when staff are all over the store. Really bad management.
