Shocking Products On Shelves

I was at Pick n Pay Glen Marais tonight shopping for Pastel Assorted Papers. There were five packs and all of them were torn and in bad shape. But because I was desperate for my daughters project, I proposed to buy one pack in the shape and asked for a discount. The Manager did not even look concerned and he refused. He said I must put it back. I thought this was arrogant and I am not sure why they have this product on the shelve in such bad state???
