Service that sucks more than more my vacuum cleaner

I bought a Bennett Zoom vacuum cleaner on the 10 Aug 2015 from PicknPay Kollonade retail park, if I have used it 20 times it is a lot as I moved into a flat that had a vacuum cleaner. I moved again and when I put it on it made a funny noise, I removed the back removable cover and saw it is sparking live electricty. I called customer care beginning of July to ask what I should do as it is still under a gaurantee but I have lost the slip during moving to Cape Town. She found the transaction for me through my smart shopper card and gave me the following details: Bought on 10 Aug, Terminal 30, #104180, receipt total R837-00 and said I can go to any PicknPay and give them those details and they will reprint it then I can hand it to them to send away for repairs.

On the 9th of July I went to PicknPay Cavendish square who told me they don't sell them and cannot send it away I must go to PicknPay Claremont. I went there and it was shocking service. It took over an hour, they told me they can't print it, I then asked them to call customer care and get the receipt emailed as they told me they could print it (why did I have to make this suggestion?). They eventually got the receipt and had me fill out a blue form and told me it would go for repairs and take about 2 weeks. They gave me the other half of the blue slip for safe keeping. Two weeks passed without any further communication from PicknPay, not one phone call or mail. I went back two weeks later on 23 July and nobody knew what was going on. A lady took my slip and said can proceed with shopping while she finds out. I returned and there was still no information. A manager by the name of Lethukuthula came and told me "they do not do repairs (obviously) and it needs to go to Ottery". I was highly annoyed because why did your Customer Care say I can take it anywhere, then Cavendish said they can't, then Claremont gave me documentation and said they will send it away. I asked where the vacuum cleraner was, to my disgust... in the back of the store!!!! It has been lying there, untouched for 2 whole weeks without any manager contacting me. How does it lie there for 2 weeks without anyone realising it should not be there?? He could not explain why they took my vacuum cleaner, gave me documenation for it, and just left it in the back. He said he can't answer for the staff member who took it in (there were about 4 at the counter, and clearly noone knew what they were doing). As a manager you should be taking responsibility if your employees mess up. He said he would call on the Monday and see what he can do. I then told him, no, the vacuum cleaner will be sent to repairs as it is not my problem noone knows what the procedures are and I expect an update on the Monday (25th July), he promised he would call me.

Today is Wednesday the 27th of July and once again, I am yet to receive any update. I have always been loyal to PicknPay but am truly disgusted by the poor quality of this product as well as the terrible after service. I would like a replacement or my money back as you clearly cannot resolve the repair component of the "Replace, Refund or Repair" part of the Consumer Protection Act.
