Sells broken merchandise, refuses refund

I purchased a Asus laptop from Pick n Pay hypermarket Brackenfell for work use, trusting that there would be nothing wrong I didn't start it up immediately- BIG MISTAKE. The laptop won't start, instead it goes into a continuous cycle of switching off and loading the Asus logo. I took it back, for a refund since I only had it for ten days, knowing the return policy is 14 days. I get there only to be told they don't do refunds on computers after seven days and that it needs to be sent for "testing". Nowhere is it stated on any of the documents I received, nor during the entire purchase process was I informed of this "special rule" for computers. To make matters worse, the so called manager was rude, condescending and completely unsympathetic to the situation at hand. I paid cash for the laptop, in good faith that it would be in working condition, now I am denied a prompt refund with lame excuses and poor customer service. I am beyond livid and completely disappointed with management at Pick n Pay hypermarket Brackenfell.
