Saying sorry is only routine sentence

At the cashier I realised 2 of rhe pre-cut blocks of cheese had mould on it. The customer behind me overheard this and said she had also experience the same thing and that she even report it to the deli manager. When the manager arrived he dit apologize but I got the impression it was merely a routine sentence.
