Rude service

I just returned from buying breakfast at pick 'n pay lifestyle center, I went to the express till since it was empty (express till 3/4) , mind you I only had 12 items, there were 2 ladies at the till alongside each other and were having their own conversation, I didn't really care much about that. When this one lady (no name tag) finished scanning my items and I was done paying, I asked if it's a new rule that they don't pack plastics for the customers and she told me I had more than 10 items and continued with her conversation. I found that rude to be quite frank and when was a memo sent that customers pack their own plastic bags after shopping.
