Refusal to reimburse client of their money

I placed am order on their mobile app and they did not have the stuff I ordered. I got it from another store and requested a refund. They put the money on the apps wallet and are.refusing to pay it into my bank account. I phoned and their call centre doesn't answer till you run out of airtime. My emails have been ignored and they're basically refusing to pay me back.
