Price not changed even on special

The Pick "n Pay based in Tembisa at straight line , does not change prices even o special , on Sunday the 27th of September i went to go buy some supplies and the c***** custard was R27.99 where as on the catalogue it was less,

and this is the second time it has happened, the last time it was baking flour that the price had not been changed. my question is does the sale not apply to this particular store , and worse the cashiers are not so friendly , one can not even ask them.
