Pick& pay car licence system a lie?

I registered with pick & pay to get my car license through them. This was +- three weeks ago. I registered at the branch in parow, near Builders Warehouse.i was told in three days ì would get a message that my registration was successful, and would then be able to pay for my licence and have it delivered I'm still waiting. No message has been received by me. Is this system a lie? I wonder.
