Pick n Pay Kenilworth Centre Underwear Quality Issue

I bought a 5-pack of Pick n Pay branded panties from Kenilworth Centre Pick n Pay. Upon opening the pack, 2 out of the 5 panties had a large hole running along the seam (each had a large hole in the exact same place), while the stitching of the 3rd pair was coming undone. On Thu 28 March 2019 I approached the Customer Care desk at Kenilworth Centre with my slip and the 5 pairs of panties and explained the story to them. The customer care ladies told me that they had to call the clothing manager who told me that because it was underwear, they couldn't return it. I explained that it was a manufacturing/product fault and that they should refund me or provide me with other PnP products. She flatly refused, saying that Pick n Pay policy does not allow for refunds on underwear. I asked to see the store manager but he was not in that day. I spoke to the deputy store manager Elton, who gave me the same story. He kept telling me that he "heard me" but that there was nothing he could do. He said that no other retailer in South Africa would refund underwear. I explained that if they were concerned about their quality, they would, and investigate the reasons for the faults to their products. He became irritated with me and told me there was nothing her or Pick n Pay could or would do. I spoke to the Customer Care helpline and they told me the same thing. I am beyond irritated as this is clearly a manufacturing quality product issue. I have photo's of the panties showing the holes along the seams, as well as my till slip.
