Pick 'n Pay (Cashback)

I went to Pick 'n Pay in Kagiso yesterday to withdraw money(Cashback) and the cashier told me I first needed to buy something before I could be given money I was perplexed because I have never experienced that before I then asked why must I buy something first to get money and the cashier told me "The rules have changed it's like that now" when did this rule change and why wasn't the public informed of such changes, please I need to know if this is true or Pick 'n Pay (Kagiso) just do not want to give people money from thier till
