Pay for things that don't get delivered

So I bought a few things online in APRIL . On delivery a few items were missing but I paid for. I was told I would be refunded over the phone I called 3 times sent 2 emails its July nothing still now nothing. I have had this problem in cape town but the service in port Elizabeth is ****ty.
