Nonsensical service received

I am so disappointed in the service I got at the pick n pay quality save branch at Palm Springs mall. I requested to withdraw money and they refused telling me that I need to buy something before they could allow me to withdraw. Since when is this a norm. I then asked for a policy that states that and they couldn't provide me with one. The cashier that was assisting me is Eniffer. So id like to know are the pick n pay branches operating like banks? Why are we forced to buy goods before withdrawal.
