No service that is mandated by the banks

As per their mandate with the banks, they never have any cash (not even R1 000) to draw at any time at any kiosk or counter. I tried 5 times in the last 2 months with no satisfaction. If they are not mandated then why advertise or inform clients at the ATM's that they may draw cash as the Pick n Pay tills? This is miss leading, false and inconvenience to the client / customer.
