No loyalty points at BP Libradene - False advertising

Today I decided to go to BP Libradene in order to add petrol to my car. Everywhere at the filling station there are life size adverts stating that your Shopper card can be used in order to earn loyalty point. I put petrol in my car and then to swipe my Shopper card in order to get the loyalty points. The attendant swiped my Shoppe card in there machine and it was declined. I asked him why and he said that they have not been connected to the system yet. Could I please get an explanation why it is vigorously advertised at the filling station, yet they can not deliver on the service. Is this false advertising?
