Maggots in pnp maize

There are maggots in the maize meal. We bought it on the 26th of January 2018. We opened it yesterday and placed it in a bucket. My mom found a huge maggot in the maize. It has not expired yet, why are there maggots in the maize? My mom is furious. She has taken pictures of this.
