Lowabo is a useless manager

I just come from pick 'n pay N1 City. I spend between R4000 and R6000 there per month on groceries. I tried to buy cigarettes there every week, but some times for 2 to 3 weeks in a row they would not have. Last week they had and maybe they had this week again, I would not know because I could not buy any. When I asked the cashier for 2 cartons of cigarettes, she said she cannot help me. She pushed her help button next to the till. We wait a while and no one shows up. Eventually she goes off looking for the manager. All this meanwhile the queue is building up. She returns and says she cannot find the manager. Staff working at PnP acknowledged that the manager is actually very useless. We still waited a while, then I offered to go buy my two cartons of cigarettes worth another R600 to the shop somewhere else. While exiting the shop I ran in to the manager. I asked him if he is the useless manager, he answers me I am not useless, how can you say that. I said I have been waiting 10 minutes for you at a till. Instead of apologizing and saying I'm sorry how can I help you, he just keeps saying he is not useless. He obviously have no conflict or managerial skills. The girls at the till told me that he is the only one in the store with keys to the cigarette store and not even a supervisor will be able to help me. Why sell cigarettes? Why does Checkers hyper down the hall have the same issues? It's a management problem. I have seen may times the girls at the tills caling the supervisors for help by pressing their buttons. It rear that a supervisor shows up within 5 minutes anyway, even if the shop is busy. This Pick n Pay needs a manager with a strong hand, not this idiot I met today.
