Lockdown regulation on sale of alcohol

Wonderboom junction Pick n Pay sold sweet rose 3litre wine on Sunday 27/06/2021 at 14:43 as part of groceries that cost over R1700 ,isn't against the regulations or does it only apply to bottle stores?if it's true they contravenes serious steps should be taken ,they should be reported.
