Incomplete order delivered, no feedback or update provided

Ordered items online and selected preferred delivery time slot, only 3 of the 8 items delivered, when I questioned the PnP deliver guy he said that I should call the customer care number. How can a company operate an online shop if they cannot deliver the items ordered. What is the point of ordering ans selecting delivery dates if they cannot deliver the items in time.
