Forced to buy a bag for 12.99

went to pick n Pay feartherbrook, Ruimsig and bought a few things got to the till and i was assisted by Lesego Tsatsinyana she asked me if i wanted a bag for my groceries and i said yes...she then said the normal plastic bags a not sold today only the green bags for R12.99 are sold....only to my surprise when i got outside my friend who also bought groceries same day and time she purchased a plastic bag...can someone please explain how the hell is this possible for a a big company like pick n pay not sell normal plastic bags on certain days and forc us to buy a bag for R12.99 ?
