Double standards

I was at Pick n Pay KwaMnyandu at Umlazi and I paid at the express till. The teller by the name of Sthabile told me that they do not do packing and I must pack it myself. I then asked why here at Pick n Pay KwaMnyandu they don't pack for their customers while other surrounding stores like Pick n Pay Megacity, Arbour Crossing and Montclair they do pack for their customers on express tills. Can I get a clear position of Pick n Pay if this is their standard that the customer must pack their groceries themselves and why they are two standards.
