Charged for bags I have not purchased

On my two most recent shopping trips to Pick n Pay Morningside (the South Road Store), I have been charged for "large carrier bags" , despite me bringing my own shopping bags with me, clearly indicating to the teller that I have my own bags with me and do NOT require to purchase any. On the first occasion of 3 December 2018, the bag is the second item on the receipt. On the second occasion of 12 December 2018, the bag is the last item on the receipt.

It seems as though it is now becoming an unspoken rule to just charge a customer for a shopping bag / carrier bag, whether the customer requests one or not. The attitude of it "just being R0.55" (which most unfortunately I feel a number of the tellers have), is a very poor one, and the store is now **********ly gaining in money from me, and any other customers who have also been charged and not actually taken a bag.

If it has now become policy to just charge for bags, there should be signage indicating so, otherwise this is *****.

Same incident at Pick n Pay Hyper Norwood. the cashier then attempted to just hand me a bag to take. I did not want the bag, as I brought my own. On requesting for a refund at customer services one of the ladies took the money out of her own pocket. When I advised I wanted the refund to be done properly it caused such a stir. When I asked to speak to the manager (3 times I asked this), I was ignored until I shouted. Pick n Pay obviously sees no wrong in charging customers for items they have not requested or purchased, as there was no response to my original complaint.
