Broken Items in Previously Opened Box

Hi

I bought this item (Fan) at Pick n Pay this evening and when I got home to assemble, saw a broken piece and did not continue assembling the fan and put the parts back in the box.

What is concerning is why Pick n Pay could sell an item that is broken? Because when I got home I saw the box that it had been opened before and resealed again. So this means someone knew about this broken fan but instead put in back in the box and sealed it for resale even though they saw the item is broken.

Is this how Pick n Pay operates? They take items that are broken, seal them and put them back on the shelve for the item to be the next consumer's problem?

Please advise?
