4 pay pay points open on a month end weekend

Is this really acceptable? In one of the main stores in town... There is 12 pay points excluding the kiosk. And only 4 and the kiosk is being operated... The lines is metres long... Not to long ago PnP bragged that if there is more than two people in a que they will open another till until all the tills are open... I used to enjoy the good service at pnp... Not any more. I asked the cashier why is there only four tills open... She didn't even had the decency to answer... She just pulled her shoulders up... So I ask again... Is this really acceptable...
