Bad Service, Arrogance and undermining customers

When return the car on the 8 October 25 the fan & the Steering rack they were properly working, when I went back on the 12th the fan & steering rack where not working anymore, he said he will take accountability but now he only fixed the steering rack but he says with the fan I have to pay. when I call him he drops the phone and tell me I must just bring money or I must take my car the way it is, with the fan that is not working, he tells me my car doesn't make money for him because is old.
