Chip turned a scratch

On the 18th i went to PG Glass Makhado to have a chip fixed, After they have started fixing the chip my windscreen cracked. All they said was that do not pay. I cant even claim from my insurer because of the excess and that my premium will go up. Is this how you guys fixes chip?. You guys must pay my excess as my windscreen was not damaged, it could have been fixed.
