Pedro's Stanger -"always No breasts"

Order No 408 was a mess, a total disappointment. My wife bought lunch for her staff, at Pedro's Stanger shop no 2 Market Plaza. There were no breasts which resulted in 5 of her staff members failing to get their meals, they couldn't opt for anything else especially this incident was not the first, several times this Pedro's has refused to sell them "breasts". From where I stand, a customer has every right to choose the type of cut or portion. I do not know why Pedro's staff is reserving these, maybe for their personal favorites. But it's totally disappointing.
