Pathetic - Refund please

I'm so annoyed this is the second time I order online from Pedro's I loaded my bank card to my profile which is so pathetic they first take your money then confirm with the store. Pedro's owes me R93.60 I went to the store now they telling me they don't have chips I walked away. This is so pathetic why can't the store first accept the order then take the money?
