Water Disconnection

I am a residents at Savannah Country Estate were the majority of residents are black or African people, PEC Utility is our water management company, I have discovered that my account was in arrears with R 736.46, after i have paid R 3000 on the 3 April 2020, then on the 20 of May 2020 during Lockdown where most people are at home, PEC send a letter that i must pay R 3 216.46 which include Adjusted deposit R 250, Credit Control Action fee R 1 250.00 and same day connection fee of R 980.00 which does not make sense to me at all, and after i called the office i spoke to a European lady requesting to speak to the responsible person according to the letter written and she could not allow me to speak the that person instead she spoke with a negative attitude that i must pay the money if i want the water to be reconnected, what amaze me was that i never received any warning that if i do not pay the money in arrears water will be disconnected, which you can tell that its a matter of money making scheme or dealing with a black man harshly so. in this day and age i cannot allow such to happen to me or my fellow Africans, i proposed that PEC UTILITY MANAGEMENT be voted out of our estate and others, until they embrace unity and socialism.
