Prepaid Utility Fee
I am paying a fee on my prepaid meter every time I buy prepaid electricity. I pay R150 on R1000 electricity, meaning I only receive R850 worth of electricity. Is this legal?

PEC Utility Management (PTY) Ltd has been appointed by the Landlord to provide them with a Vending and monthly management platform for each resident to be able to purchase prepaid electricity. The Prepaid meters at your complex are privately owned (not managed by the local municipality). The Electricity tariff being charged is the Breedevallei prescribed residential tariff. There is a fee applicable to provide the above-mentioned service. The PEC fee is fixed at 15% of the amount tendered as agreed upon with the Landlord, no monthly basic fee is being charged. Each resident received a pamphlet explaining the charges in detail on the day the meters were installed. All Utility charges are for the consumer's account as stated in your lease agreement.
