PEC - Shady business practices

Living in Somerset West My gripe with PEC is that they are abysmal at communicating how there water metering system works. Then they push up the deposit for the water by R2500 if they are unhappy with you and assess you as high risk. There is no oversight there is no procedure, they decide you are high risk and then your deposit goes up. Finally and herein lies the extreme *****ery. When you pay a deposit for a rental agreement, your money earns interest and the landlord needs to pay you the interest once the rental agreement ends. PEC as an utility manager does not fall under the same rules. Therefore it makes financial sense for them to keep pushing up the deposit amount, they keep earning interest on my money. For the life of me I can not fathom why any developer would use their services. The R2500 deposit for water is highly inflated if compared to any municipality fee. What they are doing might be legal but It sure is not ethical.
