Bought R500 power only receiving R75.Is the landlord an PSC ******ing tenants?

I am currently renting an apartment. When I renewed my lease I explained to the new agent that the top up deposit was wrong however they did not bother to fix it and I kept on paying the normal rent after agreeing on the amount. Needless to say they asked for that amount after I told them every month that the bill is wrong. Now we have 2 meters one for water and one for power.We did not get an invoice for the rent this month but paid normal rent.But now we only get 15% of every token of water or electricity we buy.we have been using the meters since we moved here on 1 April 2023,this year August 2024 is the first we see this. Is the landlord collecting money not due to them via PEC?
