Water and Electricity cut off for no reason

I am sitting in the dark with no water.electricity switched off water switched off I am told by the care taker I owe rent.In thee 12months I have been staying @ Central Park Apartments Midrand not even once have I skipped rent.no one to assist after sending watsapp..email..even calling no one responds.horrific experience I have work deadlines to meet..hopeless.
