Poor electronic system

Their online portal only works if they want it to work .It has failed me twice and I am always suffering the consequences and paying a double amount. I do payments in prior because I lost my phone and card,so i download my app to do the electronic payment and it fails me multiple times. Now I have to pay double the amount
