Systems/ Admin is not functional

Being bombarded with notices of payment ("contempt of court and could result in a warrant for your arrest") on a small fine that was paid more than 3 months ago (not through them as their website was down at the time) I have tried getting the issue resolved (phoned them on 3 different occasions and each time they "corrected" the problem) - Their admin seems to be on a municipal level. - AVOID.
