payment security concern

When wanting to pay a speed fine, the AARTO website referred me to PAYCITY.CO.ZA. I first chose the Pay by Credit card option but had an uneasy feeling about entering my card detail. Then I chose the EFT payment option. Here the site asks for your bank account number and bank pin. Surely one can only enter your pin on a legitimate bank website, so I left the paycity website.
