Paycity *****s municiple payments

I paid my utilities bill via Paycity on 7th June 2019, however Paycity stole my money and did not pay it over to the local municipality. The consultant Numisa I spoke to earlier today could not provide me any details as to where my payment is. In addition when I requested to speak to her manager or director of the company she had no idea how the management are. One can clearly see that this company is setup as a ********* company *****ing money and staff are trained accordingly, she assured me she would call me back and never did.
