Pay City online payment portal is not secure

I received a speeding fine which indicated on the fine that I could use www.paycity.co.za to make payment, after logging into their site and accessing their secure payment portal the transaction did not go through because I never receive a "One time password" from my bank. The next morning I had three text's from my bank indicating I had made three large purchase's over night which were **********. I suspect the online payment portal that Pay City makes use of is not secure and my credit card details were captured by the site and later that night used **********ly.
