Motivation for cancellation of fine Notice Number: *** received

I have received an email from payCity on 21 July which calls for payment of a fine for an alleged speed violation in Johannesburg on 21 October 2020. Notice Number: ***. The email presents relevant detail but does not include a camera image of the “event” The email does provide a link to access detail in what appears to be Aarto’s archive and same presents detail but with a statement “No Images to Display” My first reaction was to consider: - I have never received a notification of the event/fine – neither previously via email or in writing delivered to my address by a postal agency or via registered mail to be collected at SA Post Office - From five years ago? I have read in internet browsing that a traffic fine does not “expire” after a period and remains payable. This perhaps explains why payCity have mailed me now but, in their email, payCity do not specifically state the authority under which they have requested payment from me (see final point re ****s below) - How am I expected to remember where I was at the given time on the given date after a lapse of five years? - No image provided: I have also read in the internet and specifically in the Arrive Alive web site (www.arrivealive.co.za) web site that an image should be provided and that, in absence of same, the fine can be disputed. I emailed them for guidance and this submission arises from their response - I have been a victim previously (a good number of years ago), of fines issued where my vehicle number plate was cloned. I contested these and the fines were cancelled - To send an email on the equivalent of a “cold call” basis and calling for a payment without stating your authority to collect and without provision of image proof must be the easiest **** to swing. How many persons, having received such mails, will simply pay and not question? In the circumstances and given the above items of dispute, I think that it is unreasonable to expect me to pay the fine and I trust that you will agree and cancel. In this regard, I refer you to a post in HelloPeter.com by an Anton A on 16/7/25 regarding a purported speeding offence 9 years in the past and which , he stated, that he had paid but without (apparently) producing any evidence of payment. Your response to him was that on the basis of his having said that he had paid it, he could ignore the notification that he received from yourselves I hope that in the absence of receipt of the original fine notification and also the absence of presentation of a camera image as evidence of the actual offence, you will agree to “cancel” the my “fine” also and update the archive record accordingly plus send me an email formally advising of cancellation. Thank you
