Licence renewal

The past two years, I have been renewing my disc with you and I got my disc on time (within a week). I renewed my father disc on the 31th of July and still I haven't received it. Whenever I'm calling to do a follow up I am being told it is still with licensing department. Today it's the 12th working business day and the status hasn't changed to despatched. This is really frustrating and inconveniencing. I need to send that disc to my father before the grace period is over. Tell me a way forward or give me a reference I will go to traffic department myself to get it sorted. This is so unprofessional and the fact that you not even making an effort to inform me if there's possible delay. This is way over the estimated TAT. I know it takes 3-5 days to get a disc.
